Saved config did not load after a restart

Question

Misc only has config save / load and hotkeys. I hit save, closed the loader, opened it again. FOV was back to wide.

Hotkey still toggles the menu. Did save need the game closed?

I save, then load once before I close. Second slot is the loud box layout, first slot is the quiet one.

Save, then use load so you know the file stuck. The hotkey only opens the menu. It does not write the config.
